解讀全國的中古公寓是三個市場,不能用同一把尺量:東京圈、大阪名古屋福岡這類大都市、其餘各縣。五年漲幅大阪 +50.5%、福岡 +43.6% 高過東京的 +27.1%,但成交深度只有東京的 47% 與 16%,報酬高、出場慢。判斷順序:先看該縣一年成交幾筆,再看價格。年成交不到 500 筆的縣,價格便宜的是流動性不是機會,年增率也不能當市場訊號;聽到「日本房子便宜」,多半是拿第三類的價格配第一類的想像。
2025年日本人淨流入的都道府縣只有 7 個,其餘 40 個都在流出;轉入超過為正的共 7 個。
淨流入前三:東京都 +65,219(日本人 +65,597、外國人 -378)、神奈川縣 +28,052(日本人 +18,524、外國人 +9,528)、埼玉縣 +22,427(日本人 +12,529、外國人 +9,898);淨流出後三:靜岡縣 -6,711、福島縣 -7,197、廣島縣 -9,921。外國人在國內的移動方向是另一張圖:淨流入最多 埼玉縣 +9,898、神奈川縣 +9,528、兵庫縣 +1,515,淨流出最多 福岡縣 -3,740、愛知縣 -3,987、千葉縣 -8,252。東京都 +65,219 人(日本人 +65,597、外國人 -378),其中 20 到 39 歲 +76,617。資料是市區町村之間的遷移登記,不含從海外入境,所以外國人的數字是他們在日本國內的重新分布,不是總量增減。

解讀出租物件的地理範圍就是日本人淨流入的這 7 個都道府縣加上它們的通勤圈,其餘 40 個縣的租賃需求在縮,除非有外國人流入撐住。比較新的是外國人的國內遷移:從東京、千葉往神奈川、埼玉這類房租較低的鄰縣移動。操作意義:神奈川、埼玉的小戶型出租是這波遷移的直接受益者,租客對房租敏感、對通勤時間不那麼敏感,訂價跟著市場行情走、不要高於周邊 5%;千葉與福岡的外國人淨流出,代表以外國人租客為主的物件要把空置期抓長。
二十年翻一倍:全 23 區成交 ㎡ 單價指數 210(2005Q3 = 100,最新可用季 2025Q4)。
三個階段:2005Q3 到 2012Q3 指數從 116 回到 104,原地踏步;2013 到 2019Q3 升到 161;之後到 2025Q4 為 210。都心 5 區 224、周邊 5 區 232。最後一季資料未齊,未計入。

解讀2005 到 2012 年東京人口在增加,價格卻沒動;2013 年起價格與日本銀行的寬鬆政策同步上行。驅動東京中古價格的是資金成本,不是人口,所以利率是最重要的單一變數。操作意義:追蹤日銀政策利率與 10 年期公債殖利率,不追蹤人口新聞;利率轉向時,都心高總價、高槓桿的物件先反應。2013 年前買的有十年漲幅當安全墊,2020 年後買的沒有,後者的持有計畫要以「五年內不靠賣出」為前提。
2024Q3 之後兩條線分開:都心 5 區 +28 點、周邊 5 區 +7 點。
REINS 成交價格指數(2021Q1 = 100)最新 2026Q1:全區 137、都心 160、周邊 132。都心與周邊的 ㎡ 單價差距約 3.5 倍。

解讀2024Q3 之前都心與周邊同步,之後變成兩個市場。都心 5 區的價格跟著資金流動走,賺的是資本利得與匯率;周邊 5 區受房貸負擔能力約束,賺的是現金流。用同一個殖利率門檻看兩邊,會在都心一直買不到、在周邊一直覺得便宜,兩個結論都不對。操作意義:2024Q3 之後追都心,要以「買的是外幣計價資產、殖利率會低於周邊」為前提,出場靠海外買盤與日圓;買周邊看租金能不能跟上房貸利率,出場靠本地自住需求。
最新 2026Q1 成交 ㎡ 單價前三:港區 200、千代田區 197、中央區 186(萬日圓/㎡)。
年增率最高:荒川區 +26.0%、文京區 +25.6%、千代田區 +23.2%。負成長:大田區 -1.5%。

解讀年增率最高的不是港區,是荒川、文京、中野這類都心外圍的舊市區:都心漲完,需求往外擴了一圈,現在進這些區買的是延續不是折價。再外一圈的練馬、杉並、大田年增率個位數甚至負值,價差既是時間差也是流動性差。操作意義:外圈買得便宜、賣得慢,持有期要以五年以上規劃;年增率超過 20% 的區,用最近一季而不是一年的成交價估值,否則會出價過低而買不到。
越貴的區折得越深:港區 屋齡 0 到 5 年 238、40 年以上 100,剩 42%。
世田谷區 屋齡 0 到 5 年 133、40 年以上 68,剩 51%;江戶川區 屋齡 0 到 5 年 83、40 年以上 44,剩 53%(萬日圓/㎡,全期間中位數)。

解讀折價深不是因為舊屋更差,是新建溢價更大。折價買到的是未來的修繕帳單,決定這筆折價值不值得的是三個數字:修繕積立金餘額、每戶每月的積立金、上一次大規模修繕的年份。操作門檻:屋齡 30 年以上且沒有大規模修繕紀錄的直接跳過;餘額明顯不足的樓,用開價再打八折當真實價格去談;屋齡 40 年以上只在管理狀態良好、且區內新建溢價超過兩倍的區(港、澀谷)才有折價空間可賺。
最貴三站:大門 408、虎ノ門ヒルズ 275、白金高輪 241(萬日圓/㎡);最低 高島平 38。
同區同條件下,離站每多走一分鐘 ㎡ 單價少 1.6%。其他 13 區與周邊 5 區離站越遠越便宜;都心 5 區步行 6 到 15 分反而比 1 到 5 分貴。步行分鐘為町代表點推估,只做統計。

解讀「近站」定律只在通勤市場成立。松濤、番町、麻布這些低層住宅區賣的是環境與稀缺,不是通勤時間。先分清楚買的是哪一種市場,兩種市場的估價邏輯不能互套。操作意義:通勤市場(其他 13 區與周邊 5 區)步行 10 分以上的物件,價格已經折過,租金也會跟著低,不是撿便宜,要用步行分鐘一起算殖利率;都心 5 區 6 到 15 分的高價區,估價用同一町的近期成交,不用步行公式。
2025 年含辦公室用途的整棟交易 418 筆,總樓地板 ㎡ 單價中位 78 萬日圓,2010 年為 32(2.5 倍)。

解讀商辦整棟十五年漲的倍數高過住宅。買方是法人與 REIT,用資本化率定價,利率越低資產價格放大得越多,利率轉向時商辦會比住宅先反應,把它當住宅市場的領先指標看。操作意義:個人買不到整棟,但可以用辦公型 J-REIT 當溫度計,REIT 股價相對淨值明顯折價、實體成交 ㎡ 單價卻還在創高,兩者背離就是住宅該減碼的訊號;想要商辦曝險,買辦公型 J-REIT 比買區分所有的小坪數辦公室流動性好得多。租金與空置率請看 J-REIT 辦公物件的揭露資料。
東京都銷售型公寓(分譲マンション)開工近 12 個月 26,794 戶(到 2024-12),前一年同期 26,037 戶(+3%)。
十年高點在 2015 年前後的 45,893 戶;同期出租公寓開工從 38,837 戶升到 58,388 戶。兩者的差別在蓋來做什麼:銷售型(分譲)是蓋好一戶一戶賣給個人,每戶各有產權(區分所有),日後進入中古市場的就是這種;出租型(貸家)是整棟由單一業主持有、只租不賣,戶型較小、規格較低,住戶買不到。開工不等於銷售。

解讀銷售型供給減半、出租供給增加,是土地與工資成本讓開發商轉向出租。新建供給緊,需求被推向中古,這是中古 ㎡ 單價自 2013 年以來持續上行的供給面原因,比任何買盤故事都直接。操作意義:目前開工只有十年高點的 58%,這個數字回到七成以上之前,中古價格沒有供給面的下行壓力,它每月更新,比新聞裡的「供給過剩」可靠。反過來,出租型開工連年增加代表單身小套房的出租競爭在加劇,買出租物件要避開與新建貸家同質的單身小套房,選新建不蓋的類型:50 到 70 ㎡ 的家庭型、車站 5 分內的舊區。
同區同條件下,淹水 3 到 5 公尺 -11.6%、5 到 10 公尺 -15.3%;3 公尺以下只有 -2.7% 到 -4.8%。
洪水淹水預想區(任何深度)-6.2%;液化危險度高 -13.9%;土石災害警戒區 +1.4%。東部 6 區成交落在淹水預想區的比例 66 到 100%。控制變數:區、面積、屋齡、構造、步行分鐘、季度。

怎麼讀這張圖:每根柱子是「成交價落在該淹水深度等級的中古公寓」與「同一區、同面積、同屋齡、同構造、同步行分鐘、同季度,但不在任何淹水預想區的中古公寓」的價差,也就是用 hedonic 迴歸把這些條件扣掉之後剩下的部分。負值代表折價;括號內的 t 值絕對值越大,代表這個折價越不是抽樣誤差(絕對值大於 2 就算統計上顯著)。例如 3 到 5 公尺為 -11.6%,意思是同條件下市場平均少付約 12%。深度分級來自國土交通省洪水淹水預想(預想最大規模,千年一遇情境),成交以町代表點掛接,是統計層級的結果,不代表單一物件。

解讀市場已經把水災定價,但只定到「深度」這一層。液化折得比洪水多,因為它抓的是地盤而不是雨量。土石災害警戒區反而溢價,東京的坡地是高級住宅區,這條在東京要反過來讀。3 公尺以下的折價小到補不了保險與流動性成本,不要為了這一兩個百分點去買;3 公尺以上的折價才是真的便宜,但要連火災保險的水災附加費與轉售時買方變少一起算。實務做法:出價前先到国土交通省「不動産情報ライブラリ」查該町的淹水深度等級與液化危險度,市場給 3 到 5 公尺的折價約 -11.6%、液化高約 -13.9%,開價沒有反映這個折價的就是貴,不是便宜。淹水預想是千年一遇情境,看深度等級,不看區內區外。
2020 到 2040 年推計人口:中央區 +20.7%、千代田區 +16.9%、港區 +16.6%;最低 江戶川區 -1.0%。
車站 800 公尺圈成長前五:豊洲 +24%、勝どき +23%、市ヶ谷 +22%、麹町 +21%、半蔵門 +21%。「人口還在長、價格低於中位」共 34 站(成長 > 6.2%、㎡ 單價 < 99 萬日圓),前段 入谷、鶯谷、木場、大井競馬場前。進出站人次 2019 到 2023 年變化中位 -9.9%,回到 2019 年以上的站只有 13%。

解讀東京不是整體縮小,是往都心集中。投資看站不看區:都心邊緣的舊市區是人口成長線與價格線交叉的地方,本期篩出的 34 站就是這個交叉點的清單,先從清單裡挑,再用第 5 節的步行分鐘與第 6 節的淹水深度過濾。進出站人次沒有回到疫情前,遠距工作是結構性的;通勤便利的溢價比以前難撐,居住環境的權重上升,同樣預算不要為車站 1 分多付溢價,把錢放在公園、學區、低層住宅區這類環境條件上。推計人口是趨勢推估,都心的成長取決於在建的塔樓真的完工。買塔樓押的是完工後的供給,買舊區押的是已經在的人口,後者的預測風險小得多。

解讀流入集中在足立、世田谷、大田、練馬這類外圍區,新宿、豊島、渋谷、港反而淨流出,而且新宿與豊島的流出主要是外國人往外搬。20 到 39 歲是唯一大量淨流入的年齡層,65 歲以上幾乎每一區都在流出。第 7 節的推計人口在都心成長,靠的是塔樓與遷入的年輕人;最穩的租賃需求在外圍區,租客是 20 到 39 歲的單身與新婚,戶型 25 到 45 ㎡、租金落在這個年齡層薪水付得起的區間。操作意義:買出租物件看該區轉入超過的結構,比看總人口有用。新宿、豊島這類外國人正在搬出的區,空置期會拉長,算殖利率時多留一個月空置當緩衝。

2025年の全国中古マンション成約は 54,353 件。東京都の㎡単価 108 万円は、東京以外の中央値 41 万円の 2.6 倍。

示唆全国の中古マンションは三つの市場であり、同じ物差しでは測れない。東京圏、大阪・名古屋・福岡などの大都市、その他の県。5年上昇率は大阪 +50.5%、福岡 +43.6% と東京の +27.1% を上回るが、成約の厚みは東京の 47% と 16% にとどまり、リターンは高く出口は遅い。判断の順序は、まず年間成約件数、次に価格。年間500件に満たない県では、安さは流動性の薄さであって機会ではなく、前年比も市場シグナルにならない。「日本の住宅は安い」という印象の多くは、第三の市場の価格に第一の市場のイメージを重ねたものだ。
2025年に日本人が転入超過となった都道府県は 7 のみで、残る 40 は転出超過。総数で転入超過なのは 7。

示唆賃貸物件を持つべき地理的範囲は、日本人が転入超過となる 7 都道府県とその通勤圏である。残る 40 県の賃貸需要は縮小しており、外国人の流入が支えない限り反転しない。比較的新しいのは外国人の国内移動で、東京・千葉から家賃の低い神奈川・埼玉へ動いている。含意:神奈川・埼玉の小型賃貸住戸はこの移動の直接的な受益者で、入居者は家賃に敏感で通勤時間には比較的鈍感なため、賃料は周辺相場に合わせ、5%以上高く設定しない。千葉・福岡で外国人が転出超過となっている点は、外国人入居者が中心の物件で空室期間を長めに見積もるべきことを示す。
20年で倍:23区全体の成約㎡単価指数は 210(2005Q3=100、直近利用可能四半期 2025Q4)。
三つの局面:2005Q3〜2012Q3 は 116 から 104 へ横ばい、2013〜2019Q3 は 161 へ上昇、2025Q4 時点で 210。都心5区 224、周辺5区 232。直近四半期はデータ未達のため除外。

示唆2005〜2012年は人口が増えても価格は横ばいで、2013年以降は日本銀行の金融緩和と歩調を合わせて上昇した。東京の中古価格を動かすのは人口ではなく資金コストであり、金利が最も重要な単一変数である。含意として、日銀の政策金利と10年国債利回りを追い、人口のニュースは追わない。金利が転換すれば、都心の高額・高レバレッジ物件が先に反応する。2013年以前の取得には10年分の上昇という安全余裕があるが、2020年以降の取得にはない。後者は「5年以内に売却に頼らない」前提で保有計画を組むべきだ。
2024年Q3以降に二極化:都心5区 +28pt、周辺5区 +7pt。

示唆2024年Q3までは都心と周辺が同じ軌道を描いていたが、以降は別の市場になった。都心5区の価格は資金フローに連動し、リターンはキャピタルゲインと為替。周辺5区は住宅ローンの返済負担力に縛られ、リターンはキャッシュフロー。同一の利回り基準で両方を見ると、都心では買えず、周辺では割安に見え続ける。どちらの結論も誤りだ。含意として、2024年Q3以降に都心を買うなら「外貨建て資産を買う、利回りは周辺より低い」を前提にする。出口は海外の買い手と円相場が決める。周辺を買うなら家賃がローン金利に追随できるかを見る。出口は地元の実需が決める。
直近 2026Q1 の成約㎡単価トップ3:港区 200、千代田区 197、中央区 186(万円/㎡)。
前年同期比の上昇率上位:荒川区 +26.0%、文京区 +25.6%、千代田区 +23.2%。マイナス:大田区 -1.5%。

示唆上昇率トップは港区ではなく、荒川・文京・中野といった都心外縁の既成市街地である。都心の上昇が外側へ一周広がった形で、これらの区で今買うのは割安ではなく上昇の継続である。さらに外側の練馬・杉並・大田は前年比が一桁かマイナスで、価格差は時間差であると同時に流動性の差でもある。含意として、外縁は安く買えるが売るのに時間がかかり、保有期間は5年以上で設計する。前年比20%超の区では、1年ではなく直近四半期の成約で評価しないと指値が低すぎて買えない。
高価格帯の区ほど下落率が大きい:港区 築0〜5年 238、築40年超 100、残存 42%。
世田谷区 築0〜5年 133、築40年超 68、残存 51%;江戸川区 築0〜5年 83、築40年超 44、残存 53%(万円/㎡、全期間中央値)。

示唆下落率が大きいのは古い物件が劣るからではなく、新築プレミアムが大きいからである。築古の割安分は将来の修繕費に相当する。割安の妥当性を決めるのは三つの数字、修繕積立金の残高、各戸の月額積立金、直近の大規模修繕の実施年である。判断の目安として、築30年超で大規模修繕の履歴がない物件は見送る。残高が明らかに不足する棟は売出価格の8掛けを実質価格として交渉する。築40年超で割安を取りに行けるのは、管理状態が良く、かつ区内の新築プレミアムが2倍を超える区(港・渋谷)に限られる。
最高値3駅:大門 408、虎ノ門ヒルズ 275、白金高輪 241(万円/㎡)、最安値 高島平 38。
同一区・同条件で、駅から1分遠ざかるごとに㎡単価は1.6%低下する。その他13区と周辺5区は駅距離に応じて下がるが、都心5区では徒歩6〜15分が1〜5分より高い。徒歩分は町丁目代表点からの推計であり統計用途に限る。

示唆「駅近」の法則は通勤市場でのみ成り立つ。松濤・番町・麻布のような低層住宅地は環境と希少性で値付けされ、通勤時間ではない。どちらの市場を買うのかを先に見極める。両者の評価ロジックは互換しない。含意として、通勤市場(その他13区と周辺5区)の徒歩10分超の物件は価格が既に割り引かれており、家賃も連動して低い。割安ではなく、徒歩分を織り込んで利回りを計算する対象である。都心5区の徒歩6〜15分の高価格帯は、徒歩分の式ではなく同じ町の直近成約で評価する。
2025年の事務所用途を含む一棟取引は 418 件、延床㎡単価中央値 78 万円(2010年 32、2.5倍)。

示唆オフィス一棟の15年間の上昇倍率は住宅を上回る。買い手は法人とREITで、キャップレートで値付けするため低金利の増幅効果が住宅より大きい。裏返せば金利転換時には住宅より先に反応するため、住宅市場の先行指標として読む。含意として、個人は一棟を買えないが、オフィス系J-REITを温度計として使える。REITの株価が純資産に対して明確なディスカウントになる一方で実物の成約㎡単価が高値を更新しているなら、その乖離が住宅を減らす合図である。オフィスへのエクスポージャーが欲しいなら、区分所有の小規模オフィスよりオフィス系J-REITの方が流動性で圧倒的に有利だ。賃料と空室率はJ-REITのオフィス物件開示で補う。
東京都の分譲マンション着工は直近12か月 26,794 戸(2024-12 まで)、前年同期 26,037 戸(+3%)。
過去10年のピークは 2015 年前後の 45,893 戸。同期間に貸家(賃貸)共同住宅は 38,837 戸から 58,388 戸へ増加。両者の違いは建てる目的にある。分譲は住戸ごとに個人へ販売するもので各戸に区分所有権があり、後に中古市場へ出るのはこの種類。貸家は一棟を単一のオーナーが保有して賃貸するもので、住戸は小さく仕様も抑えられ、入居者が購入することはできない。着工は販売ではない。

示唆分譲の供給が半減し賃貸が増えたのは、用地費と建築費の上昇でデベロッパーが賃貸へ軸足を移したためである。新築供給の細りが需要を中古市場へ押し出しており、中古㎡単価が2013年以降上昇を続ける供給面の背景である。含意として、現在の着工は10年ピークの 58% にとどまる。この数値が7割を回復するまで、中古価格に供給面からの下押し圧力はない。毎月更新される数値であり、報道の「供給過剰」より信頼できる。逆に貸家の着工増は単身向け小型住戸の賃貸競争の激化を意味する。賃貸用に買うなら新築貸家と競合する単身向け小型住戸を避け、新築が供給しないタイプ、50〜70㎡のファミリー型や駅5分以内の既成市街地を選ぶ。
同一区・同条件で、浸水3〜5mは -11.6%、5〜10mは -15.3%。3m未満は -2.7%〜-4.8% にとどまる。

図の読み方:各棒は、その浸水深ランクの町丁目にある中古マンションの成約価格と、同じ区・面積・築年・構造・徒歩分・四半期で浸水想定区域外にある中古マンションとの価格差、つまりヘドニック回帰でこれらの条件を除いた残りである。マイナスは割引を意味し、括弧内のt値は絶対値が大きいほど偶然の差ではない(絶対値2超で統計的に有意)。例えば3〜5mは -11.6% で、同条件なら市場は平均して約 12% 安く買っている。深さの区分は国土交通省の洪水浸水想定(想定最大規模、千年に一度の想定)で、成約は町丁目代表点で紐付けた統計上の結果であり、個別物件を示すものではない。

示唆市場は水害リスクを織り込んでいるが、織り込みは「深さ」の階層までである。液状化の割引が洪水を上回るのは、雨量ではなく地盤を捉えているためだ。土砂災害警戒区域がプレミアムになるのは、東京では傾斜地が高級住宅地であることの反映で、他都市とは逆に読む必要がある。浸水3m未満の割引は保険料と流動性コストを補えない水準であり、その1〜2%のために買う理由にはならない。3m以上の割引だけが実質的な割安だが、火災保険の水災補償と売却時に買い手が減ることまで含めて計算する。実務では、指値の前に不動産情報ライブラリで当該町丁目の浸水深ランクと液状化危険度を確認する。市場が付ける割引は浸水3〜5mで約 -11.6%、液状化高リスクで約 -13.9%。売出価格にこの割引が反映されていなければ、それは割安ではなく割高である。想定最大規模は千年に一度の想定であり、区域の内外ではなく深さで見る。
2020→2040年 推計人口:中央区 +20.7%、千代田区 +16.9%、港区 +16.6%、最低 江戸川区 -1.0%。
駅800m圏の増加率上位5駅:豊洲 +24%、勝どき +23%、市ヶ谷 +22%、麹町 +21%、半蔵門 +21%。「人口が増え、価格が中央値未満」の駅は 34 駅(増加率 > 6.2%、㎡単価 < 99 万円)、上位は 入谷、鶯谷、木場、大井競馬場前。乗降客数の2019→2023年変化は中央値 -9.9%、2019年水準を回復した駅は 13% にとどまる。

示唆東京は縮小ではなく都心集中である。投資は区ではなく駅で見る。都心外縁の既成市街地は人口増加と価格の交点にある。本号で抽出した 34 駅がその交点のリストであり、まずここから選び、第5節の徒歩分と第6節の浸水深で絞り込む。乗降客数がコロナ前に戻らないことは在宅勤務の構造化を示す。通勤利便のプレミアムは以前より維持しにくく、住環境の比重が上がる。同じ予算なら駅1分のプレミアムには払わず、公園、学区、低層住宅地といった環境条件に配分する。推計人口はトレンド推計であり、都心の増加は建設中のタワーの完成を前提とする。タワーを買うのは完成後の供給に賭けること、既成市街地を買うのは既にいる人口に賭けることであり、後者の予測リスクははるかに小さい。
2025年の23区 転入超過上位3:足立区 +6,370(日本人 +5,404、外国人 +966)、世田谷区 +5,780(日本人 +4,670、外国人 +1,110)、大田区 +5,733(日本人 +5,303、外国人 +430)。転出超過の区:台東区 -32、千代田区 -51、中野区 -76、港区 -365、渋谷区 -794、豊島区 -2,250、新宿区 -3,776。

示唆流入は足立・世田谷・大田・練馬といった外縁の区に集中し、新宿・豊島・渋谷・港はむしろ転出超過である。新宿と豊島の転出は主に外国人の移動によるものだ。20〜39歳は唯一大きく転入超過となる年齢層で、65歳以上はほぼ全区で転出超過。第7節の都心の推計人口増はタワーマンションと若年層の転入に支えられている。最も安定した賃貸需要は外縁の区にあり、借り手は20〜39歳の単身と新婚、住戸は25〜45㎡、家賃はこの年齢層の給与で払える水準に収まる。含意として、賃貸物件の購入では区の総人口より転入超過の構成を見る。新宿・豊島のように外国人が転出している区は空室期間が延びやすく、利回り計算では空室を1か月多めに見込む。

InsightThe country holds three markets for existing condominiums, and one yardstick cannot measure all of them: greater Tokyo, large regional cities such as Osaka, Nagoya and Fukuoka, and everywhere else. Five year gains reach +50.5% in Osaka and +43.6% in Fukuoka, above Tokyo at +27.1%, but trading depth is only 47% and 16% of Tokyo, so the return is higher and the exit is slower. Read deal count first, price second. In a prefecture with fewer than 500 deals a year, a low price measures thin liquidity rather than opportunity, and the annual change carries no market signal. The claim that Japanese housing is cheap usually attaches the price of the third market to the expectations of the first.
Only 7 prefectures gained Japanese residents on net in 2025, and the other 40 lost them. Counting every nationality, 7 prefectures were net gainers.
Largest net inflows: Tokyo +65,219 (Japanese +65,597, foreign -378), Kanagawa +28,052 (Japanese +18,524, foreign +9,528), Saitama +22,427 (Japanese +12,529, foreign +9,898). Largest net outflows: Shizuoka -6,711, Fukushima -7,197, Hiroshima -9,921. Foreign residents follow a different map, with the largest net inflows in Saitama +9,898, Kanagawa +9,528, Hyogo +1,515 and the largest net outflows in Fukuoka -3,740, Aichi -3,987, Chiba -8,252. Tokyo recorded +65,219 people (Japanese +65,597, foreign -378), of which +76,617 were aged 20 to 39. InsightThe map for rental property is these 7 prefectures with a net inflow of Japanese residents, plus their commuter belts. Rental demand in the other 40 prefectures is contracting unless foreign arrivals hold it up. The newer pattern is the internal movement of foreign residents, out of Tokyo and Chiba and into cheaper neighbors such as Kanagawa and Saitama. What it means: small rental units in Kanagawa and Saitama are the direct beneficiaries of this shift. These tenants watch the rent and mind the commute less, so price with the local market and stay within 5% of it. The net outflow of foreign residents from Chiba and Fukuoka argues for a longer vacancy assumption on units that depend on foreign tenants.
Twenty years, twice the price: the transaction price index per ㎡ for all 23 wards stands at 210 (2005Q3 = 100, latest usable quarter 2025Q4).
Three phases: from 2005Q3 to 2012Q3 the index went from 116 back to 104 and gained nothing. From 2013 to 2019Q3 it climbed to 161. By 2025Q4 it reached 210. The central 5 wards stand at 224, the outer 5 wards at 232. The latest quarter is incomplete and is excluded.

InsightTokyo added population between 2005 and 2012 while prices stayed flat, then prices rose from 2013 in step with the easing policy of the Bank of Japan. The cost of money, not population, drives the price of existing Tokyo condominiums, which makes the interest rate the single most important variable. In practice, track the Bank of Japan policy rate and the 10 year government bond yield, not population headlines. When rates turn, the expensive and highly leveraged units in the center react first. A purchase made before 2013 carries a decade of gains as a cushion. A purchase made after 2020 does not, so that holder should plan on not needing a sale within five years.
The two lines separate after 2024Q3: central 5 wards +28 points, outer 5 wards +7 points.

InsightThe center and the outer ring moved together until 2024Q3, and became two markets after it. Prices in the central 5 wards follow capital flows, and the return comes from capital gain and the currency. The outer 5 wards are bound by mortgage affordability, and the return comes from cash flow. One yield threshold applied to both leaves a buyer unable to transact in the center and permanently convinced the outer ring is cheap. Both conclusions are wrong. What it means: buying in the center after 2024Q3 assumes a foreign currency asset with a yield below the outer ring, and the exit depends on overseas demand and the yen. Buying in the outer ring depends on rent keeping pace with the mortgage rate, and the exit depends on local owner occupiers.

InsightThe fastest gains sit in older districts on the rim of the center, Arakawa, Bunkyo and Nakano, not in Minato. The center finished its run and demand moved one ring outward, so buying in these wards now buys the continuation rather than a discount. One ring further out, Nerima, Suginami and Ota post single digit or negative annual changes, and that price gap reflects timing as much as liquidity. What it means: the outer ring buys cheap and sells slowly, so plan a holding period of five years or more. In wards up more than 20% year on year, value on the latest quarter rather than the last twelve months, or the bid lands too low to win.
The more expensive the ward, the deeper the fall: Minato 238 at 0 to 5 years and 100 at 40 years or more, 42% left.
Setagaya 133 at 0 to 5 years and 68 at 40 years or more, 51% left; Edogawa 83 at 0 to 5 years and 44 at 40 years or more, 53% left (10k JPY/㎡, median across the full period).

InsightThe steeper fall does not mean the older building is worse, it means the premium on new construction is larger. The discount buys a future repair bill, and three numbers decide whether it is worth taking: the balance of the repair reserve, the monthly reserve per unit, and the year of the last major renovation. A working threshold: skip anything over 30 years old with no record of a major renovation. Where the reserve is clearly short, treat 80% of the asking price as the real price and negotiate from there. Buildings over 40 years old repay the discount only where management is sound and the new build premium in that ward runs above two times, which means Minato and Shibuya.
The three most expensive stations: 大門 408, 虎ノ門ヒルズ 275, 白金高輪 241 (10k JPY/㎡). The lowest is 高島平 at 38.
Within the same ward and on the same terms, every additional minute of walking takes 1.6% off the price per ㎡. In the other 13 wards and the outer 5 wards, price falls as the station gets further away. In the central 5 wards, a walk of 6 to 15 minutes prices higher than a walk of 1 to 5 minutes. Walking minutes are estimated from the representative point of each block and serve statistical use only.

InsightThe station proximity rule holds only in the commuter market. Shoto, Bancho and Azabu are low rise residential districts that sell environment and scarcity, not commuting time. Establish which of the two markets a property belongs to first, because the valuation logic does not transfer between them. What it means: in the commuter market, the other 13 wards and the outer 5 wards, a unit more than 10 minutes from the station is already discounted and the rent is lower to match. That is not a bargain, so put the walking minutes into the yield calculation. For the expensive 6 to 15 minute pockets of the central 5 wards, value on recent deals in the same block rather than on the walking formula.
Whole building deals that include office use numbered 418 in 2025, with a median of 78 per gross floor ㎡ (10k JPY/㎡) against 32 in 2010, or 2.5 times.
The central 5 wards stand at 126 (41 in 2010, 3.1 times). The median whole building price is 3.5 (100m JPY) and the median gross floor area is 400 ㎡. Rent and vacancy are not part of this dataset.

InsightWhole building offices multiplied faster than housing over fifteen years. The buyers are corporates and REITs pricing off capitalization rates, so the lower the rate, the larger the lift to the asset price, and offices react before housing when rates turn, which makes them a leading indicator for the housing market. What it means: an individual cannot buy a whole building, but office J-REITs work as a thermometer. When REIT prices sit at a clear discount to net asset value while physical deals keep setting highs per ㎡, that divergence is the signal to reduce housing exposure. For office exposure, an office J-REIT is far more liquid than a small strata titled office unit. For rent and vacancy, read the property disclosures of the office J-REITs.
Starts of condominiums built for sale (分譲) in Tokyo totaled 26,794 units over the last 12 months (through 2024-12), against 26,037 units in the same period a year earlier (+3%).
The ten year peak was 45,893 units around 2015. Over the same period, starts of rental apartment buildings rose from 38,837 to 58,388 units. The two differ in what they are built for. A for sale building (分譲) is sold unit by unit to individuals, each unit separately titled, and this is the stock that later reaches the resale market. A rental building (貸家) is held by one owner and never sold to residents, with smaller units and lower specifications. A start is not a sale.

InsightFor sale supply halved while rental supply grew, because land and labor costs moved developers toward rental. Thin new supply pushes demand into the resale market, and that is the supply side reason the price per ㎡ of existing units has risen since 2013, a more direct explanation than any story about buyers. What it means: starts today run at 58% of the ten year peak. Until that figure recovers to 70%, resale prices face no downward pressure from supply. It updates every month and is more reliable than the oversupply line in the press. On the other side, rising rental starts mean competition is intensifying among small studio units. A rental purchase should avoid the studio format that competes with new rental buildings and choose what new construction does not deliver, family units of 50 to 70 ㎡ and older districts within 5 minutes of a station.
Within the same ward and on the same terms, a flood depth of 3 to 5 meters prices at -11.6% and 5 to 10 meters at -15.3%. Below 3 meters the gap runs only -2.7% to -4.8%.

How to read this exhibit: each bar is the price gap between existing condominiums whose transactions fall in that flood depth band and existing condominiums in the same ward, with the same floor area, building age, structure, walking minutes and quarter, that sit outside every inundation zone. It is what remains after a hedonic regression removes those conditions. A negative value is a discount. The larger the absolute t value in brackets, the less likely the gap comes from sampling error, and an absolute value above 2 counts as statistically significant. For example, 3 to 5 meters comes to -11.6%, which means the market pays about 12% less on the same terms. The depth bands come from the 国土交通省 flood inundation projection at the maximum assumed scale, a once in a thousand year scenario, and transactions are joined at the representative point of each block, so the result is statistical and does not describe any single property.

InsightThe market prices flood risk, but only down to the depth band. Liquefaction is discounted more than flooding because it captures the ground rather than the rainfall. A landslide warning zone carries a premium instead, because slopes in Tokyo are prime residential land, so this line reads the other way round here. Below 3 meters the discount is too small to cover the insurance premium and the liquidity cost, and one or two percent is no reason to buy. Only the discount above 3 meters is genuinely cheap, and it has to be netted against the flood rider on fire insurance and the smaller pool of buyers at resale. In practice, check the depth band and the liquefaction rating of the block on 国土交通省「不動産情報ライブラリ」 before bidding. The market pays about -11.6% for 3 to 5 meters and about -13.9% for high liquefaction risk. An asking price that does not reflect that discount is expensive, not cheap. The projection models a once in a thousand year event, so read the depth band, not whether the address sits inside or outside the zone.
Projected population from 2020 to 2040: Chuo +20.7%, Chiyoda +16.9%, Minato +16.6%. The lowest is Edogawa at -1.0%.
The five fastest growing stations within an 800 meter radius: 豊洲 +24%, 勝どき +23%, 市ヶ谷 +22%, 麹町 +21%, 半蔵門 +21%. Stations that combine growth with a price below the median number 34 (growth above 6.2%, price per ㎡ below 99 in 10k JPY/㎡), led by 入谷, 鶯谷, 木場, 大井競馬場前. Station passenger counts moved by a median of -9.9% from 2019 to 2023, and only 13% of stations are back at or above the 2019 level.

InsightTokyo is not shrinking as a whole, it is concentrating toward the center. Invest by station, not by ward, because the older districts on the rim of the center are where the population line crosses the price line. The 34 stations screened for this issue are that crossing point, so start from the list, then filter it with the walking minutes in section 5 and the flood depth in section 6. Passenger counts have not returned to their pre pandemic level, which makes remote work structural. The premium on commuting convenience is harder to sustain than it was, and the weight on the living environment rises, so on the same budget do not pay up for a one minute walk and put the money into parks, school districts and low rise residential surroundings. Projected population is a trend estimate, and growth in the center depends on the towers under construction actually completing. Buying a tower bets on supply after completion, buying an older district bets on the population already there, and the second carries far less forecast risk.
Top three wards by net inflow in 2025: Adachi +6,370 (Japanese +5,404, foreign +966), Setagaya +5,780 (Japanese +4,670, foreign +1,110), Ota +5,733 (Japanese +5,303, foreign +430). Wards with a net outflow: Taito -32, Chiyoda -51, Nakano -76, Minato -365, Shibuya -794, Toshima -2,250, Shinjuku -3,776.

InsightThe inflow concentrates in outer wards such as Adachi, Setagaya, Ota and Nerima, while Shinjuku, Toshima, Shibuya and Minato record net outflows, and the outflow from Shinjuku and Toshima is mostly foreign residents moving away. People aged 20 to 39 are the only age group with a large net inflow, and residents aged 65 and over are leaving almost every ward. The projected growth in the center in section 7 rests on towers and on young arrivals. The steadiest rental demand sits in the outer wards, where the tenants are single people and newly married couples aged 20 to 39, the units run 25 to 45 ㎡, and the rent has to fit what that age group earns. What it means: for a rental purchase, the composition of net migration tells more than the total population. In wards such as Shinjuku and Toshima, where foreign residents are moving out, vacancy runs longer, so add one month of vacancy as a buffer in the yield calculation.
